Kyocera - Kyocera Duraforce can it work on Wind ?

I bought this for my father and gave it to my coworker today to try it out since he needs a rugged phone.

We couldn't get it working, when I scanned available signal only Bell, Telus and Rogers showed up.

I thought this one would work since it shows 1700/2100 frequency.
