T-Mobile APN roaming protocol on AT&T

T-Mobile - www.howardforums.com
on Oregon Coast Highway 101 (example North Bend, OR 97459), the phone is on AT&T HSPA+. With APN roaming protocol set to IPv4, data hardly works. I changed it to IPv4/IPv6 and it started working. I am not familiar with how mobile roaming/GRX works. Since T-Mobile is using 464XLAT, shouldn't APN roaming protocol be IPv6? Why is IPv4 suggested in many T-Mobile articles which would not work at all?

AT&T has LTE is this area. But my phone was always on HSPA+. Is this working as intended?

<rant> T-Mobile coverage map is full of ****. On opensignal.com, hwy 101 in Port Orford, OR has no T-Mobile coverage what so ever (I also confirmed), yet T-Mobile's map says LTE...</rant>
